    Senator Walters moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. for Senate Bill No. 540--A Bill to amend and reenact §18-2-25 of the Code of West Virginia, 1931, as amended, relating to prohibiting denial of membership in the West Virginia Secondary School Activities Commission to private or parochial schools on the basis of those schools’ offering boarding programs to their students; permitting boarding students to participate in league, regional or state champtionships; requiring the West Virginia Secondary School Activities Commission to promulgate rules that allow a college preparatory team to elect to be recognized as a member; and setting forth provisions the rule shall include.
